The Chemical Weapons Convention (CWC), signed in 1993 and ratified by the United States in 1997, has promised to revolutionize arms control verification techniques and reliability. The Biological Weapons Convention (BWC), on the other hand, remains mired in negotiations over the addition of a real enforcement mechanism.
