ABSTRACT
Whether a country actually experiences these effects first depends on the precise details of the constitutional arrangement that put the semi-presidential system in place. Second, it depends on the historical, cultural-political and partisan context in which the constitutional framework finds its practice. In this chapter we will discuss both the constitutional and contextual aspects of semipresidentialism in the emerging democracy of Guinea-Bissau.
