ABSTRACT

These questions are important. They are important in a ‘real world’ context. As we shall see, on the basis of the above definition there are fifty-four semipresidential regimes in the world. In other words, just under one-third of all the countries currently in existence have adopted a basic semi-presidential form of government. Moreover, many of these countries are in Africa, the former Soviet Union and Asia, often in places where democracy has yet to establish a firm foundation. So, if we can find some answers to the above questions, then we have the opportunity to shape the political development of some of the most fragile democracies on the planet.
