ABSTRACT
The U.S. Constitution makes no reference to local units of government, which are legally creatures of the states, dependent on the states for their creation and continued existence. States must expressly enumerate the powers and rights of local governments, and the latter are without authority to act unless their actions fall within the powers granted to them by state constitution or statute.
