ABSTRACT
Contemporary education policy stresses “accountability” but defi nes the goals of public education narrowly, usually holding schools accountable only for adequate standardized test scores in mathematics and reading. Yet because public schools provide collective benefi ts, such as a common set of democratic values, Americans have historically defi ned schools’ goals more expansively.
