ABSTRACT
According to ‘The Regulations for the Army in the Field’ adopted in 1890, after the outbreak of war, MI should be conducted not by the staff of the Commanderin-Chief but by the executives at the army quartermaster departments. Each department comprised four divisions of operations, reports, topography and intelligence.
