Part I made an initial case for why attempts to establish humanitarian inspired prohibitions for weaponry are fraught with difficulties. Controls are situated at the intersection of various problematic moral and technical distinctions which evade any easy resolution. Prohibitions seek to cut through a complex and a disputable world to specify what measures need to be taken. How this can and should be done is open for questioning.
