Three influential Portuguese education policy-makers recently wrote, ‘Education is the privileged mechanism for the preservation and affirmation of national identity, for the transmission of moral and civic values and for taking on the challenge of economic development and the modernization of society’ (Grilo et al. 1992: 11).
