ABSTRACT

A policy can be conceptualised as a document providing an overall direction or strategy that can guide the development of a specific plan of action. Policies can have expressed or implied aims which are generalised statements or actions of intent. Policies can include targets, expressed or implied, and which are capable of being measured. However, not all plans of actions are expressed in writing in the form of policy documents. Sometimes, a strategy or plan of action may be expressed orally or indeed be implied by the actions, conduct or practices of individuals and groups of people.
