ABSTRACT
In order to understand a state’s foreign policy behavior, one would be well advised not to limit oneself solely to the system level of analysis as discussed in the preceding chapter. The state level of analysis may also hold some explanatory value. After all, as one study observed, “much of what goes on in world politics revolves around interactions between governments.”1
