ABSTRACT
The choice of destinations for Chinese outbound travellers before 2006 was not driven by demand, but by availability. In the 1990s Hong Kong, Macao and some Southeast Asian countries could be visited under the name of VFR, and border area inhabitants could travel to neighbouring areas across the border.
