ABSTRACT

It may seem simplistic to say that the gaps between the military and the civilians may be sutured up by better training and education. Yet, if that is so, then why have the comprehensive international, regional and national efforts to do just that, left the problems unsolved? The answer to this is not quantitative – there are lots of training opportunities out there – rather the problems are qualitative, and there are four qualitative aspects of current training methods and offerings which are critical.
