A political, discursive and rhetorical terrain

The previous chapter examined meanings ascribed to flexibility and lifelong learning within various contexts of education and education policy scholarship. These indicated dispersions and concentrations of meanings that are produced, taken up, reconfigured and deployed according to the activities and concerns of actors within differing sites. What can and cannot be said of flexibility and lifelong learning is both made possible and constrained by the discourses available within these locations.
