ABSTRACT
The rapid economic development of East Asia has changed many preconceived notions about the development process. The decline in transport and communication costs and the new mix of products associated with globalization and the ITC revolution have sharply changed the development perspective. This experience and the resulting views about what it takes to improve living standards has also had a significant impact on development policy.
