ABSTRACT

As used in this chapter, the term “litigation” refers to activities involved in obtaining the binding resolution of disputes by government order, i.e., “judgments.” The term “court” refers to the places where governments issue judgments. The term “court” can also refer to the times, or “sessions,” when governments issue orders resolving disputes. For example, the House of Lords in England sometimes sits as a legislative body, adopting substantive rules of law, and sometimes it sits as the supreme court of England, resolving disputes.
