ABSTRACT

Policy analysis is a research area that seeks to address the kinds of concerns expressed by Boyer (1987). Concerned with ‘the nature, causes, and effects of alternative public policies, policy analysis aims to empower educators to more effective collective actions to solve or reduce significant policy problems’ (Nagel, 1980, p. 391). Toward this end, policy analysis places special emphasis on ‘the use of reason and evidence to choose the best policy among a number of alternatives with explicit recognition of the realities involved in implementing policies’ (MacRae and Wilde, 1979, p. 3).
