ABSTRACT
The Education Reform Act 1988 amends the law relating to education. Since the Act amends rather than replaces existing law it follows that schools operate in a legal context which still rests on the foundation of earlier acts, particularly the 1944 Act. Nevertheless, the 1988 Act promulgates major new policies and sets out in great detail rules, procedures, and extensive reporting requirements.
