ABSTRACT
Museums have been deeply affected by recent changes in the local authority environment, most of which have been the result of central government intervention or legislation. These changes are largely outside the control of museums, but they must adapt to the new environment if they are to survive. Since 1979 the government has espoused the cause of freedom and choice for individuals, but it has sought to centralize and formalize the control of all kinds of organizations.
