ABSTRACT
All children in Scotland are entitled to free school education. Since 1974 no child has been deemed ‘ineducable’ or ‘untrainable’, however profoundly disabled. Where necessary, the cost of transport to school and subsistence expenses are also paid. Although special educational provision has been developed mainly for children with physical or sensory disabilities and/or cognitive learning difficulties, a significant change in the 1980s and 1990s is the recognition that children such as those with social and emotional difficulties, the very able and bilingual children may also experience difficulties in learning.
