ABSTRACT
The 1960s saw the emergence for the first time of conservation as a policy issue of some political importance and the development of more coherent policies. The credit for this goes to three politiciansDuncan Sandys, Richard Crossman and Lord Kennet (who also used his family name Wayland Young-he was the son of Sir Hilton Young who introduced the 1932 Planning Act-and wrote under the name of Wayland Kennet).
