ABSTRACT
Why does tourism sit at the forefront of thinking in regional development? Above all, because other activities cannot provide the jobs, especially for the young (Pearce, 1988). ‘The growth of large-scale unemployment in many of the industrialised European countries has led to governments assessing tourism in a new light’ (Shaw and Williams, 1990:240).
