ABSTRACT

The precise impact of a project upon an area cannot be determined in advance. Implicit are the realities that every location and cultural circumstance is different. In addition, every flagship development project is different, both as an entity in itself and in the immediate context for regeneration. Acknowledging the specifics is important; however, there are some commonalities and threads running through many, if not all, projects. The purpose of this chapter is to draw out some features common to a number of projects. Some relate to specific market positions and segments, others will be cross-cutting. From this, threads can be drawn out about what interests are being served, who is most likely to benefit from flagships, and the extent to which people and interests are being disadvantaged by the impact of a development and subsequent investment.
