Furthermore, whether there is both deepening of the core together with enlargement will depend, in particular, on whether France and Germany decide it is in their interests to precommit to deeper integration before the growing diversity of economic and political interests within the EU, including between France and Germany, make further integration difficult. However, the differing relationships with the CEE countries of the four largest EU economies may make the pursuit of enlargement and integration-whether separately or togetherdeeply problematic. The challenge is to develop structures that allow and reflect diversity but retain sufficient common purpose and interests to prevent weakening or splintering.
