ABSTRACT
INTRODUCTION It is a fact that the current stage of European integration is based on a substantial U-turn in the policy-making approach of the Community. The Single European Act represents the transition from a centralized model of public intervention to an approach mainly based on the co-operation of the various national and local authorities, (see also Patrizio Bianchi in Chapter 3).
