ABSTRACT
An important element in the social policies of adjustment packages is the elimination of universal subsidies, sometimes replacing them by targeted subsidies. Although no global estimates are available on changes in food subsidies, several studies have shown that food subsidies were reduced during adjustment, and general subsidies were replaced by targeted subsidies, usually of a lower total value.2 This chapter considers some implications of these changes for the poor.
