ABSTRACT
In this lecture I want to draw out further implications of a line of argument about privatized utility regulation in the UK which Stephen Littlechild and I developed in our Rand Journal paper eighteen months ago (Beesley and Littlechild 1989). By ‘privatized utilities’ was (and is) meant airports, electricity, gas, telecoms and water.
