ABSTRACT
There is a need for improved methods of time and cost forecasting for housing refurbishment projects. What is needed is a resource based non-deterministic approach. Recent advances in two fields appear to offer a way forward: firstly, much progress has been made in the automation of construction planning through expert system technology; secondly a number of construction plan based simulation models have been developed to provide probabilistic cost-time forecasts for construction work.
