ABSTRACT

It is now clear that both the European Union and the North Atlantic Treaty Organization are being positioned by their Member States for further enlargement. The EU has of course already enlarged its membership once during the 1990s with Austria, Sweden and Finland joining in January 1995. Two and a half years later, NATO member governments decided to open accession negotiations with three central European states-the Czech Republic, Hungary and Poland —with a view to completing enlargement in time for NATO’s fiftieth anniversary in April 1999.
