A small study of the use of time by primary headteachers (Dean 1995a) found that no time at all was allowed for formal evaluation of the work of the school. When this was discussed all the headteachers protested that they were evaluating all the time but did this informally in the process of moving about the school, talking with teachers and children, observing what was happening, and soon.
