ABSTRACT

Transport is an important sector in its own right. It accounts for approximately 6 per cent of EU GDP, almost 30 per cent of EU energy consumption and about 40 per cent of public investment throughout the EU. In 1994, 5.8 million people worked in the EU’s transport sector (4.5 per cent of total employment in the EU (12)), of which 3.6 million were in land transport; 228,000 in water transport; 293,000 in air transport and 1. 7 million in support services including travel agencies, tour operators, cargo handling and storage. Regardless of any other considerations, the well-being of such a major sector must be of concern to policy makers.
