ABSTRACT
In order to give some indication of the profound change which took place during the 1980s and 1990s, it is necessary to sketch the situation as it existed in Member States prior to any liberalisation. By sketching the broad picture of the factors that, taken together, led up to the implementation of the liberalisation, we provide the background against which the other discussions and analyses in this volume should be seen.
