ABSTRACT
As far as I have been able to find out…plans for university expansion are completely inadequate…. What can be done? The first step would be to create further new universities more cheaply than in the past…. The second would be to make fuller use of existing universities…. The third step, not as far as I know suggested before, would be to establish an ‘open university’.
