ABSTRACT
The vision of leaders and their governments actively working in collaboration with citizens and interest groups towards measurable goals is prominent in internet-related discourse. This ideal may come from the fact that the internet blends tools for public participation and representation in a unique way. The medium is like a library, a news wire, a deliberation room and a voting booth, all meshed together in a dynamic process at the tip of the citizen’s fingers.
