ABSTRACT
The problem of short required payback periods is one of the most significant barriers to investment in energy efficiency. Although this problem has in many cases been overcome through loans, grants, and other financial incentives, there is another approach which removes the problem completely. This chapter will consider how this approach has worked in recent years in the United States of America.
