ABSTRACT
The current debate about energy efficiency focuses mainly on the problem of carbon emissions and global warming, but many of the policies which have been suggested as means of promoting energy efficiency derived originally from quite different rationales. In order to analyse the variety of policy ideas it is useful to examine the range of different arguments which have been put forward by those advocating them.
