ABSTRACT
In order to understand and evaluate different types of energy efficiency policies, it is necessary to examine the subject from the ‘opposite end’: the policies and other factors which make for inefficiency in energy use. This chapter outlines a series of ways in which the markets for energy operate to favour energy inefficiency rather than efficiency and conservation.
