ABSTRACT

Partnership in the continuing professional development of teachers began to develop on a substantial scale in 1987, when changes in funding altered the balance of power controlling inservice education and training (INSET). At first these partnerships were forged between higher education institutions and LEAs but following the implementation of local management of schools, the growth of grant-maintained schools, the development of schoolbased initial training and the incorporation of further education colleges, partnerships are developing directly between higher education institutions and individual, or consortia of, schools and colleges.
