ABSTRACT

The further and adult education system is expected to meet a multiplicity of demands: from individual students with aspirations for qualifications or the desire for personal fulfilment; from government, which requires both high-quality vocational training and a safety net for social pressures; and from employers and other groups in the community for whom such education meets a variety of needs. The pressures generated by these different demands and expectations have created a parallel need for staff development and formal teacher training.
