ABSTRACT

This book is timely for two reasons: first, the Government has acknowledged that fuel poverty exists and has set the objective of eradicating it (the former Minister for Energy Efficiency, Angela Eagle, in June 1998). Secondly, several official documents have confirmed the link between cold, damp housing and ill health [eg Acheson, 1998]. The most recent, the consultation document on the Home Energy Efficiency Scheme —The New HEES [DETR 1999], targets the most vulnerable to ensure that energy efficiency improvements are reducing their health risks. These are both major political steps forward in the task of providing affordable warmth to UK residents.
