A History of the U.S. Strategic ‘Doctrine’— 1945 to 1980

Change, especially when it is accompanied by a sense of urgency, inevitably produces turmoil, debate and uncertainty. We sense that the concepts which have shaped our thinking are inadequate but we have no ready substitutes with which to replace them. We feel the need to do something, but we are not at all sure what we should do.
