ABSTRACT
The collapse of the socialist states shattered the hope cherished for many decades that development can be planned centrally. The final development decade of this century will therefore be characterized by the efforts of the former Eastern Bloc countries (transforming countries), and of many developing countries, to convert their government-controlled and planned economies into market economy systems.
