ABSTRACT

Through necessity, the Council is a part-time body since at each meeting it is usually comprised of a representative from each member state. If a specific subject area is to be discussed, the relevant government minister responsible for that area of activity will attend. For instance, if the matter concerns transport, then the ministers responsible for transport from each of the member states will attend. These are called Specialised Council Meetings. However, if a range of issues arise, covering a number of specialised matters, then joint meetings of the Council may sometimes take place.
