Wilson-Fox was bluntly in favour of a planter’s policy and hoped development would lead to an increase in the white population in tropical territories. And the broad justification was that ‘at great sacrifice of life and treasure we have given millions of natives in Africa security of life and property. We can fairly claim that the natives shall in return bear their share of the Imperial burden’.53
