ABSTRACT

In addition to the creation of a beneficial political framework that provides the necessary scope for self-organization and self-help, there is a need for appropriate sectoral policies that help to eliminate the structural shortcomings which are the main cause of mass rural poverty and prevent it from being overcome. Areas of initial strategic importance, on which poverty-oriented development cooperation in favour of rural areas should focus, are:

– land and tenancy reforms, – rural financial systems, – basic social services and security systems.
