ABSTRACT
During the 1970s, when the recourse to non-tariff barriers started to become a worrying phenomenon in international trade, the use of national standards and regulations as (potential) obstacles to trade was soon identified. Irrespective of the real aims of their introduction, ranging from environment and consumers’ protection to information on product quality, national technical standards may become protective tools against imported products.
