Import Substitution, Technology Development, and Technology Policy in Developing Countries

Regardless of the definition used: technology is invariably a central issue in the discussion on development, for development is, among other things, a synonym for the transformation of modes of production, and this in turn implies change in the underlying technology (regardless of whether hardware or, as here, the totality of hardware, organization, and know-how are meant).
