The Russian kaleidoscope had again been shaken: a new pattern had emerged with all its intracies and subtleties. In Paris, where the Council of Four had strenuously ignored the Russian problem in favour of the German peace treaty, it was now suddenly forced upon them when one of the border states, Hungary, erupted into Bolshevism-just as the American envoy Bullitt returned with peace terms from Moscow.
