ABSTRACT
This we tackle by developing the theory that underlines the principles of the generic model (Ch. 7) step by step through the model itself. In this, Steps A-E, Boxes 1-9, have already been covered as follows:
• The planning process (Box 1) • The nature of projects (Box 3, 5, 6 & 7) • Projects in the urban & regional system (Boxes 2, 4, 8). • The decision framework (Box 9)
We accordingly proceed directly to Steps F and G, which are the heart of the CIE.
