ABSTRACT

It is generally accepted that there are strong elements of democracy in the standard planning process in Britain, as the following pointers show. The basic aim is planning for people; the ultimate planning powers are in the hands of the people’s democratically elected representatives, at local and central level; the remit of the representatives is the relevant community, at least in the administrative sense; government has stated that the planning is in “the public interest” (DoE 1992); and throughout the process the public are involved through participation.
