ABSTRACT
Article 118 specifically gives the Commission the task of promoting close co-operation between Member States relating to labour law and working conditions.
The 1974 Social Action Programme contained two rather vague objectives relating to working conditions (1):
– the gradual elimination of physical and psychological stress;
– a reform of the organization of work giving workers wider opportunities, especially those of having their own responsibilities and duties and of obtaining higher qualifications.
